A client (sold trader) buys goods from China and the supplier ships them directly to US customers which is a mix of business and consumers

These sales are outside the scope for VAT  and will not be counted as part of the VAT threshold ?

Yes, since you can then reclaim input tax on overheads, and import VAT on imports.

Yes I agree poorly written

There wouldn't be any import VAT as none of the goods come into the EU

There are minimal overheads
