Enough space to excercise is important. Obviosuly obtaining a licence.
I am not sure if there are any restrictions to number of dogs per person etc. No doubt there will be many inspections needed to approve the kennels.
What kind of kennel?
Do you mean for breeding or boarding purposes?
I know you have to be licenced by the local authority to operate a boarding kennels but as long as the planning permits the use of the buildings/land \i am not aware of any other requirements if you are merely breeding dogs. Puppy farms come to mind when thinking about the lack of regulation.
Or do you mean from a tax or accounting perspective

My Parents ran a Boarding Kennel aand Cattery. Very hard work, dogs need excercise so need the time and space to do it properly. Don't expect any holiday for a while unless you can get a reliable manager to take over. Main costs will be Pet food and cleaning materials. Get in with a local Vet in case things go wrong - they will recommend you.
Happy Dogs = Happy customers = referrals and returnees
Might be worth trying to shadow a Kennel owner for a few days to get a feel for the business

If using a substantial amount of the gardens/yard for the business, then they should be wary of jeopardising the resulting PPR relief on this. 9 times out of 10 it will not be a problem but it is something to consider none the less and is relatively easily avoided.

You might also seek a valuation re this point. In the event of things going sour on the PPR, you can rely upon the values in the independent valuation (or a time/apportionment basis - whichever works nicer!)
Other factors would be capital allowances documentation on the structure of the kennels. Might be worthwhile discussing this with the builder(s) to ensure they provide sufficiently detailed invoice(s).
