its a newco and we wish to register for PAYE but we aint got a UTR how the hell do we do this its  bloody ridiculuous , i seem to remember one of our senior corerespondents ! on Aweb had the same problem , why do they do this ?  Its almost as bad as the categorisation required for VAT reg , put down building work or construction and you get about 80 different type , ridiculous they need to get a grip

Why not just wait for UTR and then apply?

You can't afford to wait because you need to have RTI PAYE in place before you start making payments - the law requires you to calculate PAYE 'on or before' making a payment.  I do wonder whether the new business should not have notified and obtained a UTR a bit sooner but there it is, problems for new businesses...

You don't need it

Entering the UTR is optional when setting up company payroll - just use the structured email.

Or, go on HMRC website, search 'how to register as an employer', select that page, click on 'how to register' and click register by email two thirds the way down the page.

We always use this.

Telephone


You can still register by telephone and (I assume you are a brand newco) and advise the operative that you haven't received the UTR yet. They will still open the scheme

I have always had to wait for the UTR to do an online new scheme registration, couldn't see any other way to do it (apart from phoning).  The link from julie.severn doesn't seem to work, can anyone point me to exactly where I ned to go to online to do it without the UTR?  All of the advice on that how to register as an employer page shows that the UTR is needed.

I was told by HMRC to pay salaries and then report under RTI as soon as I was registered for PAYE. I did that and there were no problems

Register by phone

The advantage I find of registering by phone is at the end of the call they give you the payroll scheme's reference numbers so you are ready (if an agent) to file RTI immediately. They still write confirming them but it saves the delay while the initial application is processed.

Riczee, that's alll very well for now, but I wouldn't mind betting that once the penalties kick in this October you would find yourself having to spend time fighting off fines.
