Can self employed people claim contribution based ESA if they are ill ?

No

He's not employed.

But he can claim another, similar benefit.  Visit the JobCentre (depending on his fitness, obviously).

this is my problem: This is an extract from gov.web page but my understanding was that self employed could not claim.Has the entitlement changed ?

I cannot work out whether or not it is means tested.

"You can apply for ESA if you’re employed, self-employed, unemployed or a student on Disability Living Allowance or Personal Independence Payment."

I'm not sure whether it has changed but the self employed can certainly claim.

Contributions based ESA is not means tested.  But if you don't qualify by reference to your Class 2 payments, you are only entitled to means tested ESA.  It is known as income based ESA but in fact it is subject to a capital means test as well.  You get nothing if savings are over £16,000.
