I am about to start a job for the civil service on a fixed term contract. The contract will more than likely get extended. what I want to know is, can the civil service make you permanent whenever they want to, I know after four years of being on an FTA contract they have to offer you permanent. Can they make you permanent before the four years.

However any employer can offer a permanent contract at any time.

Agreed, unless, being the Civil Service, they are subject to some rule preventing from offering permanent contracts to those on temporary contracts before those temporary contracts come to an end.

I don't work in the Civil Service but I do work in local government. There is no restriction on converting contracts from temporary/fixed term to permanent in local government.

Don't think it's even an employment law question.  It's more to do with custom and practice within the civil service.
