I read that in the 2011 budget the government proposed to abolish this allowance from April 2013 nsubject to consultation. Has it therefore been abolished or was it given a stay of execution.

Pressumably if the allowance has been abolished than any costs will be included amongst costs for CGT purposes unless they can be justified as repairs and set off against income

Flat Conversion Allowance

It has ended, but claims can still be made on conversions completed up to April 2013 until April 2015 due to repairs http://www.stuart-rivers.co.uk/capital-allowances-explained/100-first-year-allowances.html
