I have a client who imports from India and sells on a High Sea Basis and so does not have account for VAT

If the goods are exported to countries in the EU do they have to be shown on the ECSL report

Are you saying they leave the UK and sold on high seas??

No UK

They never arrive in the UK put are sold from the Ship direct to the French Company

Import

If the goods are coming from India and are sold on the high sea to a French company and the French company are responsible for Importing the goods and paying Customs Duty and VAT, then the sale is Outside the Scope of VAT and does not go on the VAT return nor does it require and ECSL or any Intrastat reporting
