I have a client for whom I have requested an authorisation code from HMRC on at least 4 occasions. My client maintains he has never received the code ever. Speaking to HMRC they say have sent it 4 times. He has recently become a Limited company and I need to run a payroll for him but need the code in order to submit the monthly payroll. Anybody got any advice please.

Don't you have an agent code?

We submit payroll using our own code, you don't need the client to authorise it.

Maybe I have misunderstood you, but we recently took payroll services back in house and we managed to submit payroll before we got the clients authorisation as their payroll agent.

Hi, thanks for your various replies. I do have an agent code but in order to run the payroll I have to get the clients permission which of course I have. But HMRC will still want my client to confirm by way of a code so either way it still relies on my client receiving a code. Have a feeling it is my client who is the weak link here as the post goes to his Mum's and he lives elsewhere. I think I will try the 64-8 route. Thanks

Timing
Could this be a timing issue, the agen authorisation codes I've recieved recently have typically taken over 4 weeks to arrive.

Maybe your client will receive them all together at some point.

Address?

If you mean an online application for agent authorisation for a company, the letter would have been sent to the registered office if a separate business address was not given on the application for a PAYE scheme.

But I am puzzled - you say that agent authorisation has been requested 4 times, which implies that the applications have been made over at least 4 months, yet you say that "He has recently become a Limited company", so perhaps you have been applying to act as agent for the individual.

I agree with Shirley that you can file RTI reports from commercial payroll software using your agent User ID and password for any employer without being appointed as their agent for PAYE, but I seem to recall that you need to be appointed as the agent before you can do it using HMRC Basic PAYE Tools.
