We all know the problems with dates of HMRC correspondence.

Often it takes weeks or months for correspondence to reach us. Many of us are still receiving notices to complete 2015 SA returns, all dated 6 April. Other problems include penalty notices & letters with a 30 day appeal period received two - three weeks into the appeal period,

Well good to know they are addressing the problem.

Today have received 6 x CT603 notices - all 'Date of Issue' 19 July, this coming Sunday!

Why can't HMRC just be truthful with its letters & notices?

There are serious problems with HMRC at the moment:

- they are currently looking at correspondence received more than 13 weeks ago. 

- call waiting time is anywhere 30 min upwards; that's after you have passed a mandatory torture called interactive voice response

- all the while their printer has been duly printing out penalty notices. So if you have applied against a penalty the chances are they haven't yet had a look at it but their collection agents are already on the job!

And if you don't pay up they can take control of your goods (s.127 FA/08), and may even raid your bank account (Sch 8 Summer Finance Bill 2015)

It will be interesting to see ...

... the arguments in the first case that comes up where something HMRC say was issued and time critical - perhaps a filing penalty case for a late SA return required after 31/10 - as to who is believed and how either side proves that the letter requiring the return (say) was actually issued on a particular date.
