Most of my clients seem to have changed PAYE Accounts Office office from Shipley to Cumbernauld from April 2014, so is this HMRC's way of ensuring that we stop using their prepaid envelopes to send payments to the Accounts Office?

No prepaid envelopes here for Collector of Taxes
In recent years (and weeks) Collector of Taxes envelopes that I've seen here for PAYE have been addressed as follows:
Section 1
BRADFORD
BD98 1YY
With a note "Please check the weight and use the correct postage stamp".
SO NOT POSTPAID FOR QUITE SOME TIME.
As for Shipley (BD98) or Cumbernauld, I've never really understood the reason for having two offices and confusingly the current crop of PAYE payment booklets omits to state Shipley or Cumbernauld, yet when I go online to pay over PAYE/NIC I find that the stupid question is asked "Cumbernauld" or "Shipley".
Further in a recent case (advice to pay monthly rather than quarterly) the letter (RTI200) has no reply address, nor phone number (as well as not stating Shipley or Cumbernauld).
they stopped issuing pre paid envelopes many years ago, how many did you have stockpiled?!

We had hundreds here at one point, 12 envelopes received each year for approx. 30 payrolls that never had to pay any tax/ni. We still have some prepaid envelopes here now for the last two payrolls that still pay by cheque.

Me too. They were freely handed out at one time. I binned loads a few months ago - just have no use for them these days.

I recycle all prepaid / preprinted envelopes including HMRC ones - to keep receipts in by month for debit card purchases, xps, fuel card receipts, petty cash receipts. Waste not, want not - and if HMRC has already paid - rude not to, don't you think?

I used to bin them in handfuls and regret it now.
I still use, if they want to put them in the internal mail that is up to them, but I am not startiing to send to Cumbernauld when it will all switch back to Shipley after Scottish Independance!

I've still got some MOD prepaid ones. Can I cross out the address and add an HMRC one on instead?
OHMS envelopes
HMIT used to issue "OHMS" ("On Her Majesty's Service") postpaid envelopes for all correspondence purposes, but this was (perhaps in the 1980's at least pre-1990) withdrawn thereafter the only postpaid (Freepost) envelopes were for tax payments.
I well remember a complaint 'phone call from a local HMIT telling us to stop using our stockpile of OHMS envelopes back then!
In more recent years, fairly recently in fact, I recall seeing some other HMRC department issue postpaid envelopes - the Tax Credit Office.

It is what charities are obliged to use as their governing documents insist in 2 signatures....
Shipley and Cumbernauld
Back in the 80s half of the local inspector of taxes offices were allocated to one accounts office and half to the other (maybe not half but anyway you get the idea).
This was before self assessment etc and they were just payment processing centres for assessments issued by districts. Corporation tax was partly computerised but followed a similar pattern.
I think it was once SA came in that any geographical link disappeared but before then it was quite important to get payments to the "right" office for your district.
The firms I worked for pre ending of paid envelopes also stock piled them in droves and even had an alpahbetical concertina file so you could find one for a particular district. I am not sure that the saving in postage really outweighed the cost of staff time.
