My client is a self employed plumber from Romania.  He earns about £12-14k p/a.  He has £2k of penalties and overdue tax to pay from 2009 onwards plus a small 2013/14 bill.

Do you help your client to negotiate this with HMRC?

What sort of timescale would seem reasonable? 

Or should I just tell my client to phone HMRC himself?

If you have a 64-8 in place it is better for you to do it. The time given will depend on his circumstances but doesn't normally extend more than 12 months. Whether they will be happy to grant time to a foreigner I don't know.
