individual received one off payment for single writing project in 12/13 - she is in PAYE employment and not self-employed before or since - how can she avoid a penalty for late notification of need to file SATR i.e. what is time scale for getting a UTR?

You have to do it sometime, so do it now.

You could probably treat the one-off payment as Other Income, in which case you just need to register for Self-Assessment online, which might be quicker, but if you want to treat it as a self-employment, register online here.  You might get the UTR before 31st January and be able to file a tax return in time, but if not, at least work out how much tax is due and get her to pay it by 31st January.  If you do that, there is unlikely to be a late notification penalty.  You have 3 months after a tax return (notice) is issued before there can be any late filing penalties.
