Loopholes

As far as I understand it, exploiting a loophole is when one does something against the intention of legislation whilst still being, strictly speaking, legal.

If this is the case should anybody have any problems with exploiting loopholes to their full advantage? i.e. is this in any way immoral either on the part of the client or on the part of the agent for promoting the scheme?
