I need to register a new member of a company limited by guarantee with a £1 guarantee. I cannot find a form for this on the companies house website - is there one? If not how is a new member registered?

There is no registration requirement
Each member can be registered as such in the stat books, but obviously, without share capital logged.
That's it, with the exception of subscribers, on incorporation, there's no requirement to register new or changes of members @ Companies House.
What do the articles say?
I am a director of a charitable company limited by guarantee. Our constitution sets out how new members must apply to the secretary and the application makes reference to the legal obligations of membership (contribute up to £1 in the event of an insolvent winding up). New members are sent a copy of the constitution as well as a welcome letter.
In cases such as you describe it is common for the Articles to state that purchasers of leasehold interests in the properties must become members of the company and that the membership of the company automatically ceases for anyone who ceases to be a leaseholder. If the Articles do not specify an exact process then I would say all that is required would be a letter from the secretary confirming the new leaseholder's membership.
As to directorship, the other directors would need to invite the new leaseholder to be a director and if he/she agrees then vote him/her in at their next meeting. You would be wise to get the new director to complete AP01 and sign it even if notification is to be made electronically.
Membership certificate
We prepare a membership certificate, based on a share certificate, printed on card, for members of our guarantee company clients. It gives them something tangible.
Fees
Would be interested to know where the £100 comes from. Maybe it's what the solicitors have charged in the past? With my clients, to record a name & address in our Iris database, would be part of the annual fee but to charge as an extra I'd go for £10, (especially if it put the solicitor in a poor light with the client!)

We do exactly the same and prepare a membership cert which on ceasing to be a member we cancel and keep so there is a tangible item to show that they have ceased
