Its too late to go online for 19/11/12

I have a paper return for first contractor return 5/11/12

He failed to register (old accountants fault) for 5/12/2010 (his first return he should have made)

Therefore he has 24 returns to make on 19/11/12

So I need 23 paper CIS300. Of course I dont have these.

Helpful HMRC dont provide these on their website, dont have a stock at my local tax office, dont allow me to copy the BLANK!!!!! 11/12 return, but send me them by post which may not arrive in time. CRAZY!!!! - do they they want contractors to be honest?

What do I do?

If I send the 5/11 return in but not the others then (because HMRC have invented every possible way of obstructing me) does he lose his NEW contractor status (£3000 CAP) to be replaced by penalties up to £600 per late return.= 12 x 600, 11 with slightly less but heading towards 10k in total)

HELP!!!!!

The only way round it that I can see is send all the returns in by 19 December in which case does he preserve his NEW employer status?

Is that my only choice left??

Intemperate question

I am reluctant to answer questions with so many capital letters, exclamation marks and ridiculous observations like:

You cannot blame HMRC.  They are required to operate a system of monthly returns, not to provide a mechanism for defaulting contractors to submit multiple returns in arrears.

However - he obviously remains a new contractor, even if you don't submit all outstanding CIS returns at the same time.  Have a look at this recent thread.
