Yesterday's uplift in the NI threshold has left one of my clients with a need to report wages under RTI (the employee in question earns £150 a week) but with no monthly liability to PAYE.

Do employers still have to report nil monthly liabilities or did that disappear with RTI ?

What do you mean?

RTI is the method of reporting whatever PAYE is due.  As wages are being paid, you will need to submit an FPS on or before the date of payment.
