Reasonble excuse?

Seems this UTR would be required to file.

Would you have a reasonable excuse as you are reliant on HMRC although it was left quite late?  Presumably too you could point to the fact an agency link was being awaited from HMRC if this was the case.

Not correct but

Used to work if you repeated the partnership UTR in the individual's UTR box.

Think it's frowned upon but it used to go through.

Can you put in the same UTR for both partners, then file an amended return on Monday?

99999 99999?

99999 99999 used to work quite a while ago, worth a try?  I guess you might already have tried that one and I suspect it's been blocked although sometimes programming lets HMRC down. Have you've looked on line at the partnership record? That's how I found a UTR for a client once.  It shows up much quicker online than you get the postal notification and you may be able to see the previous return (if there was one). I don't have any more partnership clients so I don't know how much information is there these days. If the partner has been in SA for a while, and has any correspondence, they may have a payslip that you can pick the UTR up from (the bank giro shows the 10 digts followed by a K..  This sort of issue is so frustrating.  Why does HMRC make things so difficult.

99999 99999

I think that HMRC added validation rule p43 a few years ago to exclude UTR's 1111111111 to 9999999999 from passing the validation tests.

99999 99999  etc dont work,

99999 99999  etc dont work, nor does other partners utr as it would mean filing both partners under same utr and rejection

Similar situation to OP except one partner UTR not yet issued by HMRC.  Used partnership UTR with reason in white space.  My software (PTP) spotted the 'error' and asked if I wanted to continue.  I said 'yes' and the return was submitted OK, email receipt in 4 minutes and gateway acceptance followed.
