If someone from UK is now a USA citizen but receives a private pension from the UK, do they still qualify for a UK tax allowance, and is the income taxable. They pay tax in us on a us business.

Have they renounced their UK citizenship?

If they retain their UK citizenship, then they can continue to claim a UK tax allowance.

Can you be a citizen of both? I thought you had to denounce UK to get US?

It is quite permissable to be a dual citizen.

Under the treaty someone retiring to the US would generally speaking be exempt from UK tax and only taxable in the United States.
