P35 Penalty Notices

Just received in the post today a penalty notice for £100 for a client whose P35 was filed on 21 May 2012.

I know the deadline was 19 May 2012, but in the past, so long as it was filed by 26 May, no penalty notices were issues. I thought there was a 7 day grace period for filing the P35....was I wrong?
