I have just spoken to the VAT helpdesk, and was told in no uncertain terms that without the record of a paper 64-8 in place, he could not speak to me about the client's affairs. I protested that I was shown as agent on the website, had been dealing with the VAT returns for years, but this cut no ice.  Looking at the website under agents, it is clearly stated that one can register online, and should only use paper forms in unusual circumstances.  How do you deal with this blockheaded refusal to deal with us?

I have had similar problems in the past and that for some reason, HMRC have (at least at that time) adopted different approach for VAT compared to SA and CT. I was informed that a paper 64-8 is still needed for VAT for correspondence etc.

I also find it annoying that online access for VAT is also different depending on if you are VAT registered agent or not.

Horses for courses

PAYE is the same. Online verifies you for online submission and issues whilst paper is needed for person to person. Is it an online issue or just the VAT in general

I am not sure what James last point is - I am not VAT  registered myself but I am registered as Agent to file online for my clients - and have been for quite some time now

Paper

Personally, I like a paper 64-8.  It cuts out the possibility of the client leaving the code on the cornish until he gets round to letting you have it.

Either way involves a trip in the post, so there's nothing gained by registering online.

Marion - it used to be the case when you register as an agent you are asked if you are VAT registered. If you are, the online records for your clients go in to much further detail. I am assuming this is still the case.

FBI2 is for PAYE online services as opposed to SA/PAYE/VAT.

If you 'phone HMRC and say that you are the client's bookkeeper then that might well work!

[it did for me re: CIS scheme recently - arguably I was effectively the client's bookkeeper for the task in hand, ie. verify a subcontractor].

Because of the problems stated in the question and answers given above I aim to get both 64-8 paper form and electronic / online authorisation set up for clients nowadays.

As it happens I attended a golf club VAT inspection this morning and a paper form 64-8 was held by HMRC, however I have found HMRC officers accepting of my presence / providing answers to questions even when no 64-8 in place.

Bookkeeper/payroll often works

I have spoken a couple of times to HMRC but saying (not untruthfully) that I am the bookkeeper, payroll person...... HMRC then assume that you are an employee working in the office.

It seems that it is the word "agent" that makes them go running for 64-8s!

Paper

I always register paper 64-8's to avoid this scenario.

Until all of HMRC agree on this subject regarding online and telephone conversations I will continue with paper.

One day..............!
