I sent off a partnership registration to the HMRC back in July 2014, as i was checking our record today noticed we do no have a UTR for the partnership but we have had the individuals come through. Rang HMRC only for them to say we have no record of a partnership to be setted up.
My question is can we now face penalties for failure to register ?? is it possible to resubmit ? we all know how helpful HMRC are

I am assuming you applied for individual and partnership UTRs at the same time? HMRC have presumably issued UTRs to the partners because they accept they are in SA by reason of their partnership, so I think you can point out to HMRC that it appears to be their error for not registering the partnership, and have them register it now.
It is always sensible to keep track of correspondence with HMRC and have a schedule for chasing things up. HMRC become less reliable every year.
This happened to me recently - all went together with covering letter so was able to prove that if they got the individuals paperwork then they got the partnership and low and behold it suddenly materialised from somewhere in the depth of HMRC system.
What is the problem?
You asked HMRC to register the partnership - they haven't.
There are no penalties at stake so just remind them once by letter by recorded delivery and then forget about it.
They will get around to it in their own sweet time and then you may have to submit a number of partnership returns at once. No big deal is it?
