Setting up a PAYE scheme online, one of the required details is a director's national insurance number. I have a company in which none of the directors are UK citizens, so none has a UK NI number. They are all employees of the US parent company, are resident in the US and will be paid in the US as well. Is there a way of getting the PAYE scheme set up without a UK director with NI number?

Call them

You have to call HMRC to set it up

Don't need one for RTI
If your question is about the RTI part of it, you don't need an NI number to file as long as you have a full address (as well as the other stuff you normally need). If your question's about the wider implications for the scheme, just ignore me.

I assume that the UK company will also have local employees, because if the only employees are the directors who will remain resident in the US, they will not be subject to UK income tax or NIC, unless they will actually be working in the UK, and you would not need a PAYE scheme in the first place.

Local employees

The intention is that there will be local employees doing the day to day work of the company here. The US directors will just be overseeing things on behalf of the US parent.
