Payroll software : RTI submissions

I am a recently started sole practitioner.

I am not yet registered as a PAYE agent (waiting), and so not registered as PAYE agent for my new client. My client is also not registered for the online PAYE service themselves for their company.

How do I submit a month 12 (quarterly payroll) for 2013/2014 in the absence of all of this? Is this possible using any software, as they all require a login to submit (which I assumes means I need to be agent if using my details, or if using my client's login details then they need to be set up for the service?

Gateway ID
You need a Gateway ID and password (yours or theirs), and their PAYE reference. Once you have those you can file, nothing else is needed.

That's great , thanks - I was wary of doing it (in HMRC basic tools) as didn't think it would work without being a PAYE agent or their PAYE agent.

Failed submission - any ideas?

I just tried submitting using Basic Tools and it failed due to the following reason which appears to be my login credentials (not being agent?). Tried the client's too and gave same error.

 

1046: Authentication Failure. The supplied user credentials failed validation for the requested service.

 

Any ideas?

Bad news

You'll probably have to call them to see exactly what's wrong.

The message is just too bland and vague.

Surprised you couldn't file using the client's log-in though.

Print it off - there's your "reasonable excuse".

Frustrating

We used to be able to file P35s without agent authorisation. However, we are also now in the position where we are awaiting authorisation and until we have it in place we receive the same error message. Most frustrating that the reporting process can be held up like this.

1046 is that the Gateway ID, password, or PAYE reference are incorrect.

Or at least not recognised by the Gateway. They may be mis-typed, or maybe you're not registered with the Gateway, or maybe the scheme hasn't been set up yet.

Logical

The PAYE scheme was set up a couple of years ago so no problem there.

 

Through my Government Gateway, my PAYE agent service is not yet activated (waiting for code). Therefore, I am not yet my client's agent either.

 

Through my client's Government Gateway, PAYE is not set up as a service.

 

I don't think it is mistyping as not working on either account and have entered the IDs, passwords, a few times but get the same error message. It possibly just means I can't do it without being registered for PAYE as a service on my agent account. It's just that by searching previous answers and Google, people seem to be able to do it without being registered.

 

This is similar to self-assessments, apparently they can be submitted by third parties without being an agent for a client by using specific software. Is that correct? I'm digressing but it would be logical and I'd accept it if I can't submit as I am not registered for the PAYE service, but some people seem to think I should be able to (and I want to do it before the 19th).

Payroo

I know that the free cloud software Payroo submits my RTi reports using their credentials not mine as agent or the clients. I have wondered how they do that but seems to back up what you're saying.

Usually fine but I've been waiting a couple of days now for some Final Year Submissions to be marked as Processed.

Anyone know if this is normal at the moment?

Hi, sorry about this but if you register a payroo account now you won't be able to process wages for last year. I've had this issue this week too! I'm having to wait for the login codes to arrive and I'll have to process via an Earlier Year Update submission

Thanks, I have just found that out too, only allows 2014/2015.  :)

 

Looks like I have to wait too then unless there are other suggestions out there?

Chewmac, Will I be able to do EYU submission via Payroo? Looks like a simple site to use, even if the design is seriously lacking.

No agent authorisation
You don't need to be authorised as an agent to file. This is only about ID, password, PAYERef being valid.

It isn't the software, it's the way filing has always operated. Your issue with Payroo was about tax years, not authorisation.

I think the idea is that any software that allows filing for last year, not payroo! but Sage for example. That's what i'm hoping.

If anyone finds the software that does still allow a 2013/14, let me know.  That's been the issue in even with it being allowed, we still need to find the practical way of actually doing it.
