Can anyone advise as to whether this link can be used to file a nil P11D b?

Important update
From April 2013 you can use an online form to:
- send a 'No Return of Class 1A National Insurance contributions'
- tell HMRC that you have payrolled all expenses and benefits provided to your employees and you now intend to send this P11D information online

Why is it ever necessary to file a £Nil P11D? Surely no benefits to report means no P11D, and the P35 notifies HMRC as to whether to expect P11Ds or not.
I tried it today and it seems to have gone. And before someone asks, I find it easier sometimes to tick the box 'p11ds will be sent later' rather than tick 'no p11ds due' and find out later that there are some..... but that's just me.

Tried the link this morning and it was back and it worked. Can't understand why software suppliers haven't built this option into their software though.

Nil due HMRC link - HMRC employee being obstructive?
Good in theory, but HMRC seem to be employing someone who thinks that their job is to think up reasons to reject nil notifications made this way for spurious reasons such as "you are not authorised" (even when in fact agent is authorised).
" Your notification has been rejected because our records show that you are not the employer’s authorised agent. " (signed jobsworth of the year contender).
Good reason to file a NIL one
We file nil P11D for most clients we act for if accounts not done.
Say 30/06/13 year end and accounts not done by 05/07/13. When doing accounts in Sept 2013 discovery the directors loan account went overdrawn in Dec 2012.
Solution: file an amended P11D for the BIK. As its amended there is no late penalty but if the first time submitted there is!
Where is Online P11d to complete
Dum dum question but where are the online 13/14 P11D forms to complete please. I can't see it anywhere on my client's site?
