The 'new' version of CWF1 fails to appear, the new tab remains blank and remains 'loading'.
Any suggestions how to get this resolved ?

CWF1 - OK in Google Chrome
I've just tried to load tghis new CWF1 and find that it was very slow to load in IE8 but fast to load in Google Chrome.
Either way not downloadable as a .pdf.
Looks like it's currently a "work in progress" in terms of useability.
HMRC pdf forms won't advanced
This concept of HMRC interactive pdf forms declining to advance forward is not confined to the CWF1 in question. There are quite a few recent year or so forms that are like this, the only way to look at "next pages" is to complete a form with actual or dummy data (eg. "Example Ltd") then save that for future reference. The need to have sight of subsequent pages becomes apparent when you embark of completing such a form and find that it asks for unexpected data - so the form has to abandoned for now and gone back to later once the unexpected further data is found.
Compatibility View
Sometimes PDF and other display problems can be fixed using the "compatibility view" settings*, but in this instance it does not seem to be the problem, more that HMRC requires the form to be completed on screen before you can get to download the PDF.
One way may be to fill in dummy data and then download the form. The PDF can then be edited using full Adobe Acrobat or another PDF editing tool (or old-style Tippex!).
* In Internet Explorer 11 if you click the gear icon at the top right of the screen (or via the Tools menu) and select "Compatibility View settings" there is an option for adding a website to a list of sites that need to be viewed in a special way (usually because they were written for older versions of IE).
