Who (apart from directors) can instigate "proposal to strike off"? Companies House website seems to imply that only directors can, and when certain conditions have been met. Can any debtors instigate this??
Any thoughts most appreciated.

A debtor certainly can't! Why would a debtor want to anyway?
Creditors can - but not using the voluntary Companies House procedure. Creditors can petition for winding up through the court.
The CH procedure is just for the company itself.

Why on earth would debtors have the right to instigate a striking off?
Creditors have the right to apply for a winding up (which is entirely different) to recover money they are owed. A debtor is, by definition, the one doing the owing. Why should they be given the power to eliminate their debts by getting rid of the company they owe them to?

With all due respect, this is really a different question. You're not asking "can a debtor strike off" but "a company I have an interest in is showing as being struck off and I want to know why". You should really have mentioned this in your original question. for confirming what I thought. A company that is still very much alive and well and continuing to trade is showing at Companies House with the status "proposal to strike off", but both the accounts and annual return are up to date!
What does the filing history say and what is your interest?
So if you have an interest in the company (as creditor perhaps) you are entitled to ask the company why it has applied to be stuck off and what its plans are.
Order information
If the company is up to date with filing then click on the 'Order information on this company' link & get a copy of the DS01 form to see who has filed / signed it.
So if you are an interested party (a creditor or employee?), as I said before you should ask the company what is going on.
