I am a sole practitioner and am getting bogged down with a capital gains or revenue expense issue and require some advice. Can anyone recommend someone who can help me find an answer over the phone, (of course there will be a fee to pay)?

Does your PII come with a helpline?
Does your PII come with a tax advice helpline? If so, worth trying them first before paying.
Get fee quotes before you start. I used one service and didn't fully understand the emailed reply that was sent to me. I called them for clarification and got another bill for £200 for the phone call.

I use the Tax Advice Network run by Mark Lee - http://www.taxadvicenetwork.co.uk
Their service has always been excellent and the pricing transparent.

DTE are pretty good. I pay
DTE are pretty good. I pay £35+VAT a month and they do a quick query service + discounted rates for members on paid advice. I've used the paid advice as well for areas where I don't have the expertise required to run solo. The quick query service covers most of my day to day stuff.
Tax Investigation Insurance?
If you offer tax investigation insurance to your clients (which you should!), the service usually comes with a free tax advice helpline. Also, as Luke says, your PII probably has a helpline as well. AccountingWeb is also free.
That's 3 free possibilites. Otherwise, Nichola offers a good (charging) service.
Who do you use for CPD? They might have a service (e.g. Mercia does). But you will probably have to pay.
