I have a client, new arrived in UK and wants to run a PAYE for a domestic worker.

They both don't have NI numbers.

I tried registering for PAYE online, but could not do it as it needs NINO.

I called HMRC new employer line for registering on the phone. I was asked do they have a right to work in UK and I told them that I have the UKBA documentation about it.

HMRC told me without NINO, PAYE can't be opened. The client does not want to have a NINO. Although domestic worker is applying for NINO.

What is the solution to open a PAYE without a NINO.

Why doesn't your client want an NI number?

If they are going to live in the UK then they are likely to need one

Need address
The only RTI difference is that without a NINO you need a full address. Of course you need full name and birth date as well.
