I have a sole trader who has made a final years loss in 2013/14 of over £100,000 and also has overlap relief to use of £110,000. Can the £50,000 capped loss be added to the overlap relief to be offset against other income in that year?

Yes
I wouldn't consider overlap relief a loss - it's just treated like one.
But - semantics apart - the answer's yes.
