Hi All,

I am just filing my payrolls for the week using payroll manager.

I have noticed I am getting no response from HMRC that my payrolls have been submitted after 2 hours.

Please advise if anyone else is getting the same problem

Yes I am getting the same delays with submissions being held at the gateway

Filing issues

Same here.

Have spoken to HMRC and they are saying that it is because its the first pay day of the new year !!??  Don't know about anyone else but we have made submissions all week for clients (not everyone only gets paid on a Friday!!)  Does this mean that this is going to happen every Friday ? It also seems that they haven't informed their call centre staff that penalties are not coming into force until October 2014, as the one person we spoke to told us that if we didn't sit all day in front of our computer until the submission finally went through we would be issued with a penalty.

Yet another example of HMRC not being ready

Not just RTI

I've had the same problem with CIS and SA, as well as RTI, today.

Strangely, I am receiving email acknowledgements - so am fully armed for an argument!!

I have also had email acknowledgements, 2 sets of the same! (No, I didn't file twice!)

The new tax year!

It's a bit like Christmas, it comes around, same day every year, and still HMRC can't get their head (or more importantly SYSTEMS) around it.

Yes our filing was very slow today also, but not anything like 2 hours. We use  moneysoft RTI batch processor and it filed about 130 companies in 20 minutes or so including receiving the receipts. Ironically filing individual accounts seemed to take longer - but only about 2 minutes to get acknowledgement from HMRC.

Email acknowledgements

I rang this morning as had received the emails but the submission was shown as held.

Online services told me the email just means it reached the gateway, and not got through to HMRC yet which was why you had to keep trying to resubmit

Acknowledgements spamming

I filed two RTI submissions earlier today and got no acknowledgement at the time. Now I'm getting duplicate acknowledgements at roughly one-hour intervals.

Multiple FPS acknowledgments

The FPS filings that I made for a client via HMRC Basic Tools around 12.30pm went through reasonably quickly.

An Employment Allowance registration via Basic Tools for same client took about 20 minutes (12.37 to 13.00).

An FPS filed for a different employer via Pegasus Opera software at 1550 was acknowledged at 1553 then also at 1640,1726,1813,1904,2029,2202,2249 (when will it end?!).

Grrr! Now clogging up my email.

I made submission for RTI and CIS yesterday morning no problem at all. I made a further 3 yesterday afternoon using Moneysoft. Those three are outstanding and I have 35 - yes 35 - emails from HMRC!

Ridiculous.

I saw on another forum that SagePay had this problem and I have also seen it with Iris - 12 emails received for one client, yet Iris does not recognise it is successful (it "polled" for over an hour with no answer) and they firmly blame HMRC for it. They also suggested NOT sending another FPS, as "HMRC know about it".

The issue is with HMRC and happens whatever software you use.

RTI filing DEADLINE !!!!

 

 

I'm sure everyone has 19.4.14 inked in their social calendar BUT

"HMRC will NOT accept FPS submissions for 2013-14 after 19 April 2014. If you attempt to file an FPS after this date your return will be rejected by HMRC.If you miss this deadline and need to submit pay information to HMRC for 2013-14 then you will need to do so via an 'Earlier Year Update (EYU), which is NOT available in Moneysoft Payroll Manager and must be submitted by downloading and installingHMRC Basic PAYE Tools software."

 

i can't wait for 20.4.14 when i discover all the missed ones. grrrrrrrrrrr, gnash, scream, howl......

What is it with 'civil' 'servants', if only either applied to how they deal with punters.

There is no justification for this restriction except THAT THEY CAN.

 

For instance only today a client stirred and asked for a payroll from 1.1.14,and now it can't be done except through loads of work for me. Whereas LAST year before the 'improvements' it was simples.....................

 

I'll notify all my clients that from now on the second after they send me any data, they can only amend due errors, later by sending me a notarized form filled in in duplicate and witnessed by all their grandparents, and i'll see how many clients i have left.

Back-dating PAYE has never been legal. It is just that RTI now highlights the fact that people have been doing it anyway. Are you really saying that your client took three months to notice that they had employees and were paying them? Or is this a director-only payroll, in which case what is the problem?

This is just another of those "how business operates in the real world" situations. Apparently in the "real world" businesses shouldn't have to comply with basic legal obligations if they can't be bothered.

you are right

 

but my point is regarding the EASE of operating paye schemes, not the notifying. - i was never advocating lying to HMRC etc... their RTI system makes the administrating of paye harder now, how is that progress?

 

the fines are un-changed really.

your point is accurate but wrong.

most small businesses are run by people who couldn't run a bath when it comes to their company admin skills. for instance the number of directors think it is ok to draw money during the year, and tot it up at the end and pay the paye.........etc.

All i am saying is that the various online systems foisted on us by HMRC should allow for all these stupidities. Obviously they can exact penalties etc. from the miscreants, but making it soooo hard is plain stupid. For instance whose idea was the "RTI not invited" error message HMRCy are happy to issue?? what a stupid fatuous thing to say when we all know it's compulsory for 1314 etc.

 

i just want them to use online to make it easier for themselves AND us.

All the EPSs and CIS returns went through smoothly today. No problem whatsoever. Hope it stays that way until the 19th.

Extract from HMRC apology and explanation letter

Dear stakeholder

We are sorry if you, or your clients or members, experienced problems trying to send PAYE RTI submissions (or other returns), over the weekend. The problem arose due to issues with the Government Gateway, which led to delays in sending our normal ‘success’ and ‘failure’ responses and, in some cases, to multiple responses.

As soon as we became aware of the issue we worked with colleagues from the Government Gateway to put things right. Any submissions sent since 11pm on Sunday night (13/04/14) have been processed normally and acknowledgements sent as usual. Anyone sending submissions before that time may have experienced delays in receiving their ‘success’ (or ‘failure’) message.

We started to process the backlog of messages early on Monday morning and the majority of employers have now received their ‘success’ (or ‘failure’) message and expect that the small number of outstanding messages should be received by tomorrow morning (Tues 15 April).

In the meantime, we would therefore be grateful if you would ask your clients and members not to

• resend their submissions (unless they get a ‘failure’ message),
• call us about this problem
• delay sending submissions. This is especially important for 2013 – 14 Full Payment Submissions, as our system can only process them up to and including 19th April.

In addition to delays in receiving success and failure messages, some of your clients or members may also have received multiple responses during this period.

As you are aware, once HMRC has processed submissions, it sends a validation response back though the Government Gateway. When we send our validation responses, our system expects the Government Gateway to confirm that the success message has been sent. In this case, our systems did not receive these responses. Where HMRC does not receive the expected acknowledgement, it tries again up to 7 times. So, some customers may have received up to 8 messages for each submission.

In addition, some software products ‘poll’ for a response from the Government Gateway and automatically resubmit if no response has been received. In these cases, substantially more responses may have been received.

We note that some employers may be concerned that this may result in penalties or in ‘late filing’ warning messages. Please be assured, that each submission is ‘date stamped’ as it is received by the Government Gateway.

It is this date that HMRC uses as date of receipt. Therefore, no submission will
• appear to have been received by HMRC later than the date it was actually accepted at the Government Gateway as a result of this issue; and
• no late fling warning should be received as a result
• no late filing penalties for the 2013/14 tax year will result so long as the employer submitted a correct FPS by 19 April or an Earlier Year Update by 19 May.

you are right II

 

and course by bringing the deadline forward by sleight of hand from 19.5.14 to 19.4.14, HMRCy have made sure that often the 19.4. will fall around Easter in future, --as they have achieved this weekend.

 

Thank you truds for creping on the start of my Easter, just got home 21.30 Thursday night.
