You won't want to hear the long story so I'll keep it brief

1. Sole director/employee of limited company gets himself a PAYE job elsewhere mid 2013/14 tax year

2. Timely end of year filing undertaken

3. PAYE scheme closed using Moneysoft payroll

4. Client gets a chasing letter from PAYE debt management

5. Upon looking at Moneysoft data file it is 'wrong' and according to the filing with HMRC a debt is due.

6. EYU required to correct data held by HMRC and cancel the debt

7. Moneysoft does not do EYUs (fit for purpose debate, anyone?) so download HMRC Tools

8. Unable to add an employee for EYU purposes because scheme has been closed

Is the solution to simply write to HMRC or does there need to be some technical wizardry to allow online filing.

HMRC confusion

The scheme is closed, yet HMRC are chasing a debt related to it. How can their systems keep the scheme open for the purposes of chasing the debt, but not for any other?

I think you will need to write to HMRC to get this fixed. Be sure to point out it is a problem with their systems that is preventing you solving it in a simpler fashion.

No more filing

If the scheme really is closed, you won't be able to do any more RTI filing of any sort for it. So even if the software did an EYU it wouldn't be accepted. We come across this regularly.

Edit: Sorry, I realise that doesn't answer your final question though.
