If I am paying for April hours I always used the date on 30th April even though I don't get the hours through etc until approx 15th May - it was working like this when I took the payroll over.  Under RTI should I use the date of 15th May (which would be the date people got paid) - even though they are being paid for April hours and ignore April pay completely?

Pay date

I would suggest the first payroll under RTI will be the one paid on 15 April.

The final payment in 2012/13 is the payment made on 15 March 2013 (which should be month 12 in terms of PAYE and allowances).

Not an RTI issue

If you're paying people the 15th of the following month then that is when you should always have been operating PAYE. PAYE is operated on the later of when the work is done and when payment is made.

So as David says the first payment under RTI will be that made on April 15th, which is a month 1 payment in 13/14, even though all the work relating to that payment was done in 12/13.

Missing month???

irrespective of what should have been done in the past, if the actual date on the payroll was the month end date (e.g. 31/3/13) not when they were paid (e.g. 15/4/13), by changing to the correct method for RTi (15/4/13 = mth 1) a month will be missed with the resulting issue for PAYE and gross income, tax credits etc.

I can't see a way round this aside from getting the client to bring forward their pay date.

If the client refuses/is unable to change, is it best to miss mth 12 2012/13 (cue tax refunds for most) or mth 1 2013/14??

Could you . . .

Could you run an extra payroll sometime after 15 March but before the end of the tax year in which there is zero gross pay but month 12 PAYE allowances?
