In addition to the abolition of the SA Return as announced by George Osborne (I have not got a clue as to what is to replace it), I was absolutely disgusted to hear that HMRC have given an amnesty to 890,000 late filing of SA Returns.  This is an insult to the many practitioners who cope with the January deadline imposed by HMRC and also to the many ? taxpayers who diligently make sure that their Returns are filed before the deadline.  I would imagine that the majority of these late filers do their Returns themselves,and having seen what most of them submit, it is usually incorrect. I shall write to Margaret Hodge and I would ask that all the Accountancy Bodies should make representation to HMRC.

SA RETURN AMNESTY

I hope you remember this next January when you have to keep chasing your clients!  They shall say "well I am not going to get a penalty anyway!"  It was unfair when they changed the £100 penalty after 2012, I quite agree, and I  have read the internal memo from HMRC, but the basic problem is that HMRC are under enormous pressure, staffing levels must have been considerably reduced (I am waiting 2.5 months for a reply from them, when you do have to actually have to write to them, and HMRC lady said that they have been recruiting more staff). Apparently, they have to deal with 1 million letters to reply to. The point is that if you speak to any of your clients (perhaps you don't), they are angry that they are compliant and if you are not, you are not penalized.  It just sends out the wrong message to most of the ordinary taxpayers, and that is what concerns me.
