client is undertaking work (surveying) on land situated in SA.  My understanding that this work is outside the scope of UK VAT.  Long shot - but does anyone know of any local obligations to register in SA?

Nil VAT

There has been some debate on introducing a form of GST or VAT in the region, but at the moment I don't believe there is any VAT at all.  Does anyone know differently?

There is a tax for foreign companies in this region it is called the withholding tax. While the creditor pays the debtor it the creditor responsibility to deduct a certain percentage of tax on the transaction. It depends upon the nature of company and the nature of transaction. Usually it varies from 3 to 10 %.

I some what the same like the payee system in UK.

Previously  I was working in Gulf.
