Instead of deciding where to file each of my documents (especially letters and notes of calls with clients and HMRC) I would like to be able to tag them. So for example, instead of deciding whether to file a letter under "General Correspondence" or under the relevant year end, I could tag it with both of these headings. In fact I am surprised Microsoft, has not moved from folders to tagging.
Does anyone know of any software that does this?

I can add tags to some file types
I can add flags to some file types (such as Word) via the explorer windows in Win7.
I do seem to recall though, that PDF files cannot have tags added to them, which is a shame,

Browse to the file in your computer directories.
Click (once) on the file to highlight it
A series of properties appear at the foot of the screen, which you can then enter.
I haven't set anything special up on my computer to enable this to happen, it just seems to be there.

Rather than just tagging why don’t you look into a proper information management system?
DMS like DocuSoft, Invu, VC, FileCenter etc. are all designed on Windows platform technically uses the same Windows folder structure but with a database behind the scene to store indexes, data and give you a full control.
There are lot of hurdles if you are trying to use Windows Explorer and its interface to organise files and folder.

Tags instead of folders
Can I just tell people that I have invented a way to do this now. It's a new kind of GUI that I call a Rainbow Interface. It organizes by tags - physical location becomes unimportant.
