Tattoo artist lives above his studio in Lancashire.

For a period last year he worked 2 weeks per month in a London studio all on self employed basis.

He wants to claim the train fare to and from London as an expense. There are no accomodation costs as he stayed with a friend.

I have said he cannot but he will not accept it. Is there any mileage (pun intended) in a claim?

Base of Operations is the Crux

Well it seems fairly clear his base of operations is his studio in Lancashire. And there's no reason apparent to disallow travelling from his base of operations to where his work was carried out. Would you really consider two weeks enough of a stint to have made London his base of operations, albeit temporarily? I once had a tattooist who spent a few weeks away competing in the World Championships (he won, and became a World Champion Tattooist!) and I seem to remember his travelling expenses were allowed.
