Thinking about passing on a client to another accountant

I have a client that I do not want to retain. This is because:

He is time intensive
His fees do not match my time he requires
He is in high volume low value transactions business. Just not the right fit for me

I am thinking about ringing local accountants and asking them if they would be interested in taking him over. I have not done this before. Is it the normal to expect a fee for this? If so how much?

At what stage should I let a client know?
