I have a case which i would rather put down in writing than try and explain over the telephone. Does anyone have an address to write to in order to request a time to pay arrangement? HMRC's website is strangley silent on this point although the Debt Management & Banking Manual suggests that it is possible to apply in writing. Many thanks in advance.

You don't mention which type of tax the Time to pay is needed for.
The Tax Faculty website provides telephone numbers for tax arrears but not addresses, so perhaps you could ring up the relevant one and ask them for an address. They are:
PAYE - 0845 302 1424
SA - 0845 302 1427
CIS - 0845 366 7899
CT - 0845 302 1426
VAT - 0845 302 0136
