Is the replacement of facia boards on domestic properties deemed construction oprerations and covered under the CIS scheme?
This is repairs to old properties, not installation on new builds.

I attach the link to HMRC CIS manual. I can't see that replacement facia boards are excluded from CIS and repairs are included. I would say yes this is covered by CIS.

Not a client yet, but may be, but not sure I want him, find I am getting discerning in my dotage! He is a guy who has a couple of oppo's fitting new fascia's for the unsuspecting public and dosn't want the hassle of CIS and and 4 out of 5 lights are already red on the run a mile board.

I wasn't referring to your 'client' but to his customer(s).
If the customers are private householders then they are not contractors. (Though he would be if engaging subcontractors himself.)

BKD's question was straightforward enough, had the issues been understood.
.. and my question was clear enough, I was just seeking peace of mind - not facetious back chat. Who my client's customer is is irrelevant to my potential client in relation to my question until my question is answered, and I am fully aware of the respective treatments contigent on that.

Only you and your client are really in a position to consider whether what is being done falls within or outside of the scope of construction operations. From the sound of it, it does appear that none of the exclusions would apply so, based on what little information there is, my answer would be "yes".

Phone you on Tuesday morning saying he got your number from the yellow pages and asking about paying subbies gross? Only ask because I had just such a call mid morning Tuesday. Gave him the benefit of a 30 min chat including some free advice on cis and registering for self employment. At the end from a few things he said which rang alarm bells I was thinking about getting the bargepole out. Thankfully he asked about fees so said he should shop around and gave him a guide price for me which hopefully was high enough that I won't need the bargepole :)
Now there's a surprise
just down the road in Staines/Laleham. He phoned me about 10.30am. Perhaps he was working his way down the list until he came to someone who gave him the answer he wanted to hear. I suggested he phoned the CIS helpline (even looked up and gave him the number) if he wanted to confirm my thinking which was that he would fall within the scheme if using subbies. If he followed that advice that probably used up the rest of his day...........
