The Goverments Universal credit software project is on amber/Red (Orange ?) alert for failure.
Should managers and senior managers pay the wasted money in the project as it was a near certainty the project would fail based on the Goverments track record of software failures.

Governments don't implement software systems ...civil servants do and they are there regardless of who is in power. Actually the record of HMRC on this is not too shoddy. Self-assessment on-line filing has pretty much worked from day one, PAYE was generally OK and even the much maligned RTI has not caused as many problems as people anticipated. Companies House has been a bit slow but they are pretty much there now too.
These systems must have a pretty rapid payback given the number of hours saved in manually processing the vast paperwork but nothing like as quick as the payback on a working universal benefits system. Cutting waste and fraud in the benefits system is the single greatest objective this government should have and therefore I am confident that they will supply sufficient resource to make it work.

Yes, because the NHS is the single biggest waster of resources ever conceived and yet is ring-fenced by all the major parties for review.
