VAT and Diplomats

Hello,

We have a Malaysian diplomat visiting the UK for an event which is standard rated. The diplomat usually resides in France. We can't zero rate for EU as there is no VAT number. Does anyone know the correct treatment or could point me in the right direction in terms of legislation? Thanks
