I suspect that items intended for the elderly will be ZR (as with kids items) but I'm too lazy to research that at the moment. But no, the elderly don't get a blanket exemption (nor for that matter do kids, though I've been told countless times they do).
The elderly do become beyond
The elderly do become beyond the scope of VAT but only when they peg it.
VAT for elderly
Very few items are exempt for the elderly. But these can be found online.
Sounds as if we are back to 'the man in the pub' who knows everything.
registered disabled?
if you are registered disabled you can get the VAT back on some disbaility aids, are they muddling it up with that? http://www.hmrc.gov.uk/vat/sectors/consumers/disabled.htm
Disability reliefs (not age reliefs)...
There certainly are reliefs that benefit the elderly - these, although most commonly applicable to the aged, are NOT exclusive to the elderly.
The reliefs that I refer to are for those who have disabilities. The various reliefs mean that the supplier makes zero rated supplies (NB. not VAT exempt) supplies where pernitted under the particular rules.
If you search HMRC website using the term "701/59" a page of useful links is returned.
PS. 701/59 is an out of date VAT publication that used to be relevant, however HMRC have ensured that using "701./59" as a search term comes up with replacemrnt / more upto date relevant VAT publications,
Here are some of the search results:
