VAT reclaim on credit card charge back

the above discusses issues around credit card fraud, but what is the position where credit card charge backs by a retailers merchant occur [ experience is that this is on the increase and invaribaly the merchant takes the hit] 

Correspondence/ chargeback claims etc from merchant provider to the reatiler has increased significantly over recent months, and with Xmas upon us this is likely to further increase.  So when the chargeback, hits the bank can the vat be recovered on this transaction ?
