VAT reclaim on mileage allowance

I have a client who is a self employed courier.

He is about to lease a new van, and wants to change to the mileage method of calculating expenses - 45p / 25p per mile

His turnover is approx £60,000 pa, but he is voluntarily registered for VAT.

Is VAT reclaimable when using the mileage method rather than actual expenses ? It seems that VAT can be reclaimed if mileage is paid to an employee using their own car (using VAT advisory fuel rates) - but can any VAT be reclaimed when using a van in a self employed business ?
