VAT Registration

I'm a non VAT registered agent. What's the new way to register clients for VAT? Do I need to register the client directly in register for taxes? Sorry if this has been asked before but the search function didn't bring up exactly what I needed to know as it seemed the question had been asked by VAT registered agents. Many thanks for any help.
