I have a client that needs to become VAT registered.
There are two reasons; firstly he has gone over the threshold, secondly he has completed a large job but will not get paid before he supplies his VAT number. The large job does not make exceeding the registration limit temporary. (before you ask I don't know why he has let himself get into this situation)
The issue is that we need to register him now so he can get payment but I am unable to establish, at the moment, the amount of VAT he will owe (and fines) for the period after he exceeded the threshold and will not be able to do so until January. The reason for this is that although I have full accounting details with regards to purchase and sales records he has undertaken plumbing works on listed buildings, new builds, general commercial and domestic and fitted disabled facilities and I cannot be sure which invoices relate to which area at the moment.
I am being pushed to use a VAT registration date of today and then "sort" the old VAT issue out later but this goes against all of my instincts.
Your opinions and advice are most welcome.

Is the registration date not determined by reference to when he exceeded the threshold?
