I have just had a question from oneof my clients about whether the HMRC payroll will be fully RTI compliant in time.
She has asked because she has just had an email from a commercial payroll supplier saying that HMRC wont be ready and please buy theirs...

Basic Tools will be but online portal will not be.
HMRC's PAYE Online portal will not be updated for RTI submissions, so you will require some form of software (commercial or otherwise) to submit the RTI information to them.
HMRC are updating their downloadable PAYE Basic Tools to support RTI.
