Professional body refusing to issue testimonials or transcripts to its lapsed members/graduates. Can this be allowed under international human rights, any law or authorities?

This group of aspiring accountants were once either graduates (graduated but did not apply for membership) and lapsed members of this professional body. They did not keep themself current with their professional body because the regulatory body of their country did not recognised their qualification.

Thus, when their country's regulatory body decided to commence thier qualifying examination for membership entry, this group of enthusiastic and aspiring accountants decided to register with their country's regulatory body.

The regulatory body asked for "PASSED RESULTS SCRIPTS", membership cert to fulfil their application requirements.

This group of QE applicants have either misplaced, lost their PASSED RESULTS SCRIPTS for a long time or were not sent one when they passed the examinations. The regulatory body suggest that they write to their professional body to seek replacement copies.

The group of QE applicants did, and to their surprise, this professional body refused to give them a copy of the PASSED RESULTS SCRIPTS, not even a testimonial of having completed the examinations. Reasons told around was that their subscriptions were not current and they had to pay up before they issue any replacement certificates.

Is this justified?

If we were to look back at the time this group of students passed their examinations, their subscriptions were still current or their memberships has not lapsed.

Thus, the professional body should look back at the time this group of members/graduates were current in their subscriptios, not now. Thus, the professional body should entertain by issuing copies of replacement certificates.

Another view point is that as a professional body, the act of refusing certificates is unprofessional. If employers were to write to this professional body and asked for confirmation, would it mean that this professional body maintain its "RIGHTS" not to entertain the prospective employers by confirming its former member/graduate?

If a professional body is really good and great, no one would discontinue membership and would even keep their "graduate membership" alive, even without voting rights.

Thus, those who graduated with this professional body, which does not issue replacement copies of PASSED RESULTS, left the accounting scene or resign from membership, will NEVER be able to get any testimonial or replacement PASSED RESULT SCRIPTS at all.

Why should a graduate/member of this professional accounting body who left the accounting scene continue to be current? I have a friend who completed a professional accounting examinations after slotting so hard, decided to join the Real Estate. He has not returned to practice accounting/auditing ever since. But this accounting body of my friend's does issue testimonials if requested to do so.

To those of other professional bodies who passed mid-way or have lapsed their membership for sometime, try writing to your former professional body to find out if they stil entertain you by giving you your transcripts or replacement copies of passed certificates.
