What is the cut-off date for HMRC making a repayment of excess payments on account for 2007/08 following submission of the self assessment? At some point they will hold on to the repayment and offset it against 2008/09 POA, but when is that?

Can't be sure, but
From memory, I think it's usually from the beginning of December that they start holding on to overpayments in these situations.
I don't think there's anything to stop you or the client ringing them up and asking to repay anyway, so let the client get the benefit of any interest etc.
