Not always plant!
Fencing is not always accepted as plant for CA purposes, although I would certainly claim for a moveable electric fence in the same way that I would claim for a moveable partition.

There are different types of security fence, and you have not told us which type you have here. Start by looking at HMRC's CA manual:
CA21230, 22240, 22270 for starters.

But if you are talking about capital allowances, it is unlikely to qualify as plant unless it is for ABAs. May be an argument for electric fencing though, depends on the trade etc.

Yes
There's an argument for either fixtures or plant but as long as its capitalised it won't make to much difference.
Personally i would agree with you and put it to plant.
